The Jester acts as the observer and narrator of The Freak Circus. Through his puppet shows in the Purple/Black Tent, he reveals the deep lore behind Pierrot and Harlequin's rivalry (the legend of Columbina). He seems to know more than he lets on, acting as a bridge between the player and the dark history of the circus.
